Full Job Description

Responsible for the HSE functions at LB Foster. Promoting and executing continuous improvement of Safety, Health, Wellbeing and Environmental by providing advice and guidance to the business. Keeping people safe at work at all LB Foster locations.,

  • Able to represent the company during audits and inspections to a professional standard.

  • Provide support to UK HSE Lead Manufacturing where required, on leading and conducting ISO and RISQS audits.

  • Maintain core policy and procedures along with implementation.

  • Support and engage with UK HSE Lead on developing new and or core policy and procedures along with implementation.

  • Investigate and report accidents.

  • Provide first line HSE advice and guidance that is compliant to policy, procedure and that of the law as needed to all leaders, employees, contractors and temporary staff.

  • Sentinel Co Ordinator

  • Manage the day-to-day operational compliance to ISO standards (i.e., Internal audits, Audit programs, recommend changes to current practices)

  • Act as CIRAS point of contact/Advisor (Sentinel Scheme)

  • Co-ordinating and compiling HSE risk assessments, programs and inspection systems

  • Support and provide assistance to UK HSE Lead on reviewing maintenance and contractor RAMS and execute where needed.

  • Deliver and complete HSE inductions for employees, temps, contractors.

  • Supporting the competence management system, carrying out competence assessments and maintaining records

  • Deliver and support on HSE training programs and arrangements.

  • Non conformity co-ordination as a result of near misses, incidents, complaints, internal and third-party audits and assisting in incident/accident investigations and root cause analysis.

  • Participating and supporting in continuous improvement activities

  • Undertake internal audits of EHS management systems and inspection programs, report issues and close out actions.

  • Managing and reporting on completion of non-conformance actions

  • Maintenance of contracts for HSE equipment and calibration certificates

  • Prepare and provide reports as appropriate and where needed.

  • Maintain HSE filing and electronic systems i.e., SharePoint, Postfields, Intelex, competency training matrix.

  • Undertake duties that collaborate and support with fatigue management.

  • Support and assist with all HSE required documentation inclusive of PTS (Personal Track safety) where applicable to site

  • PTS:

  • + Deputy Coordinator for relevant working site
    + Ensure all staff with PTS competency or above receive a medical, along with alcohol and drug testing for either the Network Rail infrastructure or London Underground
    + Ensuring RISQS and London Underground approved suppliers are used as appropriate.
    + Support in arranging random Drug and Alcohol tests.
    + Maintain records on Sentinel.
    + Ensure sentinel sponsored employees have the appropriate induction commencing to work on site.
    + Ensure PPE issued to employees is recorded.
    + Notify, where applicable, Rail Management Team of any concerns

    HEALTH & SAFETY RESPONSIBILITIES:
    You are responsible for ensuring that you and any staff or sub-contractors under your management or control work safely and comply with all current and relevant health and safety and environmental legislation including the Railway Group and Company Standards
    You are responsible for ensuring that you and your staff and sub-contractors under your management or control assess and control risks and plan and implement safe methods of working and are competent to carry out the task.

    You are responsible for ensuring the safety of passengers, the general public and the environment is not affected by the activities of you, your staff and contractors under your control.
    You must ensure that accidents, incidents or near misses to you or staff under your control are reported to your manager, and that the accident book is filled in promptly.
    You must ensure you and any staff under your management participate in the company cascade safety briefings.

  • IEMA or NEBOSH Environmental Certificate or equivalent in Environmental Management

  • IOSH Managing Safely or equivalent.

  • Knowledge of Environmental and H&S legislation and best practice implementation

  • Experience of creating, implementing, and managing management systems that meet the requirements of ISO 9001, 45001 and ISO 14001.

  • Understanding of Construction Design and Management (CDM) Regulations.

  • Current knowledge of Environmental and Health and Safety Legislation.

  • Internal Auditor trained.

  • Minimum of 2 years' experience required in HSE role and or post qualification
