Full Job Description

The key task is to be responsible for ensuring that an internal and external supply chain deliver a portfolio of high profile, complex capital and non-capital Highway, Public Realm and Parks projects, each up to £10m in value, to specified outputs within budget, at the agreed time to the specified quality. The post-holder will be required to establish and work closely with extensive internal and external supply chains and stakeholders.

  • Project Management accreditation or excellent knowledge of the processes that lie behind successful project management.

  • Knowledge of business planning at strategic level and service improvements within a council environment.

  • Minimum 3 years' experience in a local government environment with evidence of managing and delivering capital projects, in particular Active Travel and Highways maintenance projects.

  • Proven contract management skills and experience of managing delivery through NEC3.

  • Strong financial awareness and able to periodically report and present spend on multiple projects simultaneously.

  • Work in accordance with CDM 2015 regulations and other statutory requirements.

  • Extensive experience of writing detailed reports and business cases, and able to present complex issues to a variety of audiences in written or verbal formats.

  • Experience of networking at all levels with the ability to build relationships to achieve objectives and improve business processes and delivery.

  • Experience of using a wide range of management, project and analysis tools for the preparation/presentation of information.

  • Excellent time management skills with proven experience of dealing with a variety of highly complex work streams and projects, prioritising as required.
