Full Job Description

This is the time for action - we need to move at pace and reform our energy system - to deliver energy security, to tackle climate change and to protect our people.

Reporting to the Head of Procurement & Property, the Corporate Facilities Manager provides leadership and oversight for all office property-related requirements for the Future System Operator (FSO), excluding those with a control room focus. The role is responsible for developing a customer-centric property strategy that delivers for the future estate requirements of the FSO, leading major property projects, and leading a small team to manage and improve the existing FSO corporate property footprint, ensuring compliance with the FSO's property policies and frameworks.

This role will ideally be based from Wokingham but will also consider Warwick, and we continue to offer hybrid working from office and home. Travel to other offices may be required, In 2021, government and Ofgem jointly consulted on proposals for an expert, impartial Future System Operator (FSO) with responsibilities across both the electricity and gas systems, to drive progress towards net zero while maintaining energy security and minimising costs for consumers. In October 2023, the Energy Act 2023 was passed, legislating for this Future System Operator to be created.

The ESO, including all of its existing roles, will be at the heart of the new Future System Operator. We will be taking on additional roles across vectors and sectors to create an organisation with a whole energy system mindset; enabling us to identify solutions to our energy system that are more sustainable, secure, and affordable for all.

The FSO will be set up as a public corporation with operational independence from government - bringing parties together to support optimised decision making and action. As now, it will be licenced and regulated by Ofgem through price control agreements. It is anticipated that the new organisation will be up and running in 2024.

  • Actively consider the future needs of the FSO business, developing, influencing and implementing sustainable property strategies that will enhance the working environment over the longer-term.

  • Building, maintaining and harnessing industry knowledge and market intelligence to ensure continuous improvement and transformation of the corporate property facilities e.g. workplace strategy, intelligent building, touchless technology, etc.

  • Leading the requirements definition, scoping and supporting vendor selection, and implementation of any new corporate property requirements for the FSO, ensuring high quality outcomes, safe working and value for money are secured at all times.

  • Lead on FM-related projects including:


  • 1. Feasibility assessments of customer requirements.
    2. Liaising with the appropriate teams to appraise the lifecycle business cases of operational sites and projects with a focus on collaboration and value.
    3. Develop and implement the required financial models and proposals for sanctioning by the appropriate authority.

  • Responsible for ensuring all buildings are fully compliant with the FSO's Property Governance Framework and relevant site strategies and standards; ensuring that the application of compliance/governance frameworks is consistent across those sites that are indirectly managed.

  • Managing relevant corporate property contracts, including hard and soft Facilities Management, monitoring contract performance, and ensuring high quality delivery and value for money.

  • Managing all Landlord & Tenant matters including procurement of new office space, ensuring effective resolution of issues to the satisfaction of all.

  • Experience of Landlord and Tenant Management

  • Prior experience of Facilities Management across multiple sites is essential.

  • Desirable background of having managed strategic operational sites.

  • MRICS qualified is preferred.

  • Strong experience of managing outsourced contract provision and delivery though contractors.

  • Track record of strategic leadership, managing others and developing teams.

  • Strong commercial acumen and an ability to think strategically about future requirements.

  • Strong stakeholder management and communication skills.

    A competitive salary between £65,000 - £75,000pa - dependent on experience and capability.
